Addictive behavior threatens not just the addict's happiness and health but also the welfare and well-being of others. It represents a loss of self-control and a variety of other cognitive impairments and behavioral deficits. An addict may say, "I couldn't help myself." But questions arise: are we responsible for our addictions? And what responsibilities do others have to help us? This volume offers a range of perspectives on addiction and responsibility and how the two are bound together. Distinguished contributors — from theorists to clinicians, from neuroscientists and psychologists to philosophers and legal scholars — discuss these questions in essays using a variety of conceptual and investigative tools.

Some contributors offer models of addiction-related phenomena, including theories of incentive sensitization, ego-depletion, and pathological affect; others address such traditional philosophical questions as free will and agency, mind-body, and other minds. Two essays, written by scholars who were themselves addicts, attempt to integrate first-person phenomenological accounts with the third-person perspective of the sciences. Contributors distinguish among moral responsibility, legal responsibility, and the ethical responsibility of clinicians and researchers. Taken together, the essays offer a forceful argument that we cannot fully understand addiction if we do not also understand responsibility.

The federal crop insurance program began in 1938 when Congress authorized the Corporation. The current program, which is administered by the U.S. Department of Agriculture's Risk Management Agency (RMA), provides producers with risk management tools to address crop yield and/or revenue losses for about 130 crops. The federal farm safety net also includes the farm commodity support programs, which provide price and income support for a much narrower list of "covered and loan commodities" such as corn, wheat, rice, and peanuts. In purchasing a crop insurance policy, a producer growing an insurable crop selects a level of coverage and pays a portion of the premium-or none of it in the case of catastrophic coverage- which increases as the level of coverage rises. The federal government pays the rest of the premium. This book provides a primer on the federal crop insurance program and briefly summarizes changes to the program by the 2014 farm bill.

States scapegoat refugees as "outsiders" for their own ends, justifying the denial of their rights, while academic discourse on refugees represents them either as victims or as terrorists. Taking a stance against such projections, this book examines refugees' struggles for better living conditions and against marginalization.

By analyzing protest and militarization among refugees, the book argues that they are neither victims without agency nor war entrepreneurs. Through interviews, surveys, and statistical analyses, it shows how states have manipulated refugee identity and resistance to promote the ideal of the nation-state, thereby creating protracted refugee crises. This is evident even in the most humanitarian state intervention in modern South Asia – India's military intervention in East Pakistan (now Bangladesh) in 1971.

The findings put forward provide the basis to understand the conditions under which violence can break out, and thereby have implications for host countries, donor countries, and aid organizations in the formulation of refugee-policy. The book is of interest to scholars in the fields of South Asian studies, comparative politics, international relations, refugee studies, development studies, security studies and peace studies.
